In my cases, after I get my card I log in to paypal. Then enter your 12 digit card number which you could find below your name on the credit card.
Then, I open my cyber accounts using Union Bank and I enter my personal information. I wait for almost 3 days...to let paypal deducts the amounts of $1.95 in my credit card. I check it and found the Expose number given by paypal in my online transaction receipts. I copy the The EXPUSE or Expanded Use Number.
After 1 week, I log in to my paypal accounts. I am already verified, but Paypal put restriction access on my accounts. Paypal think that a third party access my accounts. They send me emails which request to change my password and add security questions.
Despite completing it. They still not lift the limit on my accounts. They request me to provide additional documents like proof of address such as Utility bills showing my name and address. I upload the documents including the Bank Statement sent to me by my bank. Then, after 2 days. My accounts is restored. I am so happy as I am eligible to receive and send money.
The EXPUSE or Expanded Use Number
After entering your visa card, you will be automatically included in Paypal's Expanded Use Program. You will have to wait for you EXPUSE number in your card's transaction receipt. If you have your EXPUSE number just input it in your paypal account to complete the verification and so that you will have no sending limit.
